White House Bans Federal Funding for Dangerous Gain-of-Function Research, Tightens Overseas Lab Oversight

A new government-wide policy issued July 28 prohibits federally supported gain-of-function research and imposes fresh compliance burdens on institutions with foreign collaborations, with implementation set for mid-November.

The Trump administration released the U.S. Government Policy for Stopping High-Risk Life Sciences Research on July 28, 2026, placing an explicit federal funding prohibition on what the policy terms "dangerous gain-of-function" research and setting up a new independent review track for a broader class of work the government judges to pose serious biosecurity risks.

The policy was issued under Section 4 of Executive Order 14292, "Improving the Safety and Security of Biological Research," according to NIH implementing notice NOT-OD-26-101, reviewed by this reporter. That executive order had already suspended federally funded potential-dangerous-gain-of-function research since mid-2025. The July 28 document converts that suspension into a durable prohibition and extends it to a second category: "international research of concern," or IROC.

According to a CIDRAP report on the policy, gain-of-function research involves altering infectious agents or toxins to increase their ability to cause disease, transmissibility, or host range, with the stated scientific aim of predicting viral evolution and developing countermeasures. The policy, CIDRAP noted, covers two distinct categories: the dangerous gain-of-function ban and the new IROC restrictions on foreign collaborations.

The scope of the IROC provisions is operationally significant. Per an HHS press release dated July 28, the policy restricts federal funding for research conducted in countries or institutions that lack what the administration considers adequate biosafety, biosecurity, and oversight standards. Federal agencies must now examine research they finance abroad to verify foreign institution compliance, as reported by the Public Health Review. That is a compliance burden research universities have not previously faced at this scale.

A legal analysis by Butler Snow, published July 29, flags what it calls significant new obligations: institutions receiving federal life sciences funding now face "review, certification, monitoring, reporting, and enforcement" requirements. The analysis notes that the operative deadlines run from the policy's July 20, 2026 issuance date, and that agencies have up to 120 days to issue implementation guidance, putting the effective compliance date around mid-November. The analysis cautions that the required scientific and institutional review cannot reliably occur at the final stage of grant submission, which means sponsored-programs offices need to be involved earlier in the research development cycle than is typical.

NIH Director Jay Bhattacharya, writing in a Wall Street Journal editorial on July 28 as cited in the Public Health Review, said the new framework means "funding agencies will no longer be grading their own homework," a reference to prior arrangements under the P3CO review process that the new policy supersedes.

The dual-use ambiguity here is real and should not be papered over. Gain-of-function research is not a monolithic category. The American Society of Microbiology, as reported by HPN Online, warned that the restrictions could hinder the nation's ability to respond to infectious disease outbreaks. That concern isn't speculative: vaccine development and the design of broad-spectrum antivirals have historically depended on exactly the kind of pathogen-characterization work the new policy now puts under enhanced scrutiny or outright prohibition.

Gigi Gronvall, a biosecurity expert at the Johns Hopkins Bloomberg School of Public Health, told the Public Health Review that the policy appears "intended to put a chill on all kinds of research that has anything to do with infectious diseases." That's a high-confidence empirical observation about likely behavioral effects, even if the administration's intent is stated as narrower.

What the policy does not yet answer is how "dangerous gain-of-function" will be operationally defined at the grant level. Classification as DGOF or IROC is now a formal compliance determination, but implementation guidance hasn't been issued. Research paused under the 2025 executive order remains paused, per the NIH notice, until agencies establish the review mechanisms the new policy requires. Labs sitting on suspended grants are waiting for the guidance clock to run.

The administration separately called on international partners to adopt comparable standards and end dangerous gain-of-function research, according to an HHS joint statement with the State Department. Whether that diplomatic ask finds traction is a separate and lower-confidence question.
