Study Finds U.S. Dual-Use Research Oversight Carries Scientific Cost While Gaps Widen Abroad
A paper in Science quantifies the trade-off built into single-country biosecurity oversight, arriving as U.S. budget cuts hollow out the agencies tasked with managing that same risk.
A study published in Science on June 5, 2026 gives policymakers their first large-scale empirical handle on a problem the biosecurity community has argued about for years: whether tightening domestic oversight of dual-use research actually makes the world safer, or just shifts where the dangerous science gets done.
The paper, "Dual-use research under scrutiny" (DOI: 10.1126/science.aee2479), is a sole-author analysis by Professor Seokbeom Kwon of the Korea Advanced Institute of Science and Technology. Kwon built a novel methodology around the U.S. Patent and Trademark Office's multi-stage security review process, cross-referencing it against patent-paper citation data to work through roughly 600,000 research papers. The upshot cuts in two directions at once.
On the threat side, the data confirm what proponents of tighter oversight have always argued: dual-use research isn't marginal science. According to the KAIST press release reviewed by EurekAlert, the analysis showed that dual-use research consistently has greater scientific impact than comparable research, meaning the work subject to security review is often the work that drives progress. That's a legitimate reason to watch it.
But Kwon's second finding is the one with immediate policy teeth. U.S. ex-ante oversight institutions are anchored in National Security Decision Directive 189 and apply when the federal government is involved in research. Research conducted without federal government involvement effectively falls outside the jurisdiction of this oversight. In other words, the regulatory perimeter only covers federally funded work. Any equivalent research running through private labs, university spinouts, or foreign institutions sits in a different governance lane entirely.
That jurisdictional gap isn't new, but Kwon's paper puts numbers behind it. In a quote reported by the KAIST News Center, Kwon said that strengthening security oversight by a single country alone "may impose disproportionate costs on domestic science, while having structural limits in preventing the development of equally important research conducted overseas." That's a moderate-confidence finding, in that it comes from observational data rather than a controlled experiment, but the methodology is transparent and the dataset is large.
The paper lands at a moment when the U.S. infrastructure for managing exactly this tension is under budget pressure. A May 2026 analysis by the Center for Strategic and International Studies noted that the FY 2026 budget proposal carries enormous cuts to health, safety, and biosecurity-related agencies, including a proposed reduction of $18 billion to the National Institutes of Health, $3.6 billion to the Centers for Disease Control and Prevention, and $240 million to the Administration for Strategic Preparedness and Response. The same CSIS piece flagged that the White House Office of Pandemic Preparedness and Response Policy lost its top official, Gerald Parker, to resignation, and has been left without a confirmed leader.
The budget pressure runs into a direct contradiction: the Trump administration's AI Action Plan designates NIST and the Center for AI Safety and Innovation as primary contacts for security testing of frontier AI models for biological and other national security risks. Yet the administration is simultaneously proposing a roughly $325 million cut to NIST's funding.
The dual-use governance problem Kwon documents isn't going away. The voluntary nature of international gene-synthesis screening protocols, the open question of benchtop synthesizer governance, and the emergence of AI tools capable of designing novel pathogens that could evade sequence-based detection are all live structural gaps, as a May 2026 Foreign Affairs Forum analysis of synthetic biology oversight noted.
Where Kwon's work is most useful is in reframing the policy question. The debate has long been cast as security versus openness. The empirical picture is more uncomfortable than that: U.S.-only tightening may carry real costs to domestic science without meaningfully reducing the availability of the same knowledge globally. That's not an argument against oversight. It's an argument for figuring out what kind of oversight actually closes the gap rather than just shifting it.
