Belfer Center Warns AI-Biotech Convergence Outpaces Governance as Weapons Risk Grows
Two reports from Harvard's Belfer Center, published within five days of each other in August, argue that voluntary AI safeguards and incomplete DNA synthesis screening leave a widening gap between capability and oversight.
Two documents released by Harvard Kennedy School's Belfer Center for Science and International Affairs in the third week of August put the dual-use problem of AI-enabled biotechnology in starker terms than most recent government assessments have managed.
The first, published August 13, describes what it calls the "AIxBio" stack: a convergence of artificial intelligence, biological data, and biotechnology manufacturing that the authors say transforms biological information into physical production. The civilian case for that stack is real. According to the Belfer Center paper, its upside includes faster small-molecule discovery, more efficient mRNA design, improved CRISPR applications, and advances in personalized medicine. The security side of the ledger is harder to dismiss: the authors assess that the same tools can reduce the expertise, time, cost, and iterations required to design or manufacture biological weapons. That's a moderate-confidence dual-use framing, and it's one the document doesn't soften.
The second report, "Deterrence by Resilience," by Elizabeth Sherwood-Randall and J. Michael McQuade and published August 18, extends that analysis into a policy framework. It argues that traditional biodeterrence rests on assumptions that are becoming less defensible, including the assumption that attacks will be detected quickly. The report's central argument is that innovation infrastructure and security infrastructure are the same infrastructure, and that treating them as competing priorities is the wrong frame.
Both documents agree on the governance gap. The August 13 paper is direct: frontier model safeguards are mostly voluntary, DNA synthesis screening does not bind the full private market, and outbreak detection lags the threat. That's not a new critique, but the combination of all three failures in a single assessment is worth tracking. The paper also flags that even with current material constraints on advanced biotech, workarounds are possible through insider threat access and supply-chain compromise. A cyberattack on an AI-enabled laboratory, it notes, could cause an incident such as the accidental release or synthesis of a pathogen.
There's a specific mechanism worth flagging for reporters covering synthesis screening specifically. The August 13 Belfer paper warns that AI may increase the risk that malicious actors circumvent existing nucleic acid screening safeguards when ordering synthesized DNA. The governance implication is that screening systems designed for a pre-AI ordering environment may not hold as AI tools lower the expertise bar for evading detection flags.
The Belfer Center's Initiative on Bioconvergence, Biosecurity, and Bioresilience frames its "Deterrence by Resilience" model as covering the full lifecycle: prevention, detection, attribution, readiness, response, and long-term resilience. The framework explicitly rejects the idea that security and innovation are competing objectives. That's a policy argument, not a finding, and it should be read as one. Whether it moves federal procurement or regulatory action is a separate question.
The NIH began implementing the U.S. Government Policy for Oversight of Dual Use Research of Concern and Pathogens with Enhanced Pandemic Potential in May 2025, according to a review published in the MIT Science Policy Review. That policy, however, limits its scope to federally funded research, leaving the private biotech sector under a patchwork of voluntary commitments. The Belfer documents don't resolve that gap; they name it.
What the two reports together constitute is a high-profile institutional push, timed close together, to put the AI-bioweapons convergence back on the national security agenda ahead of what appears to be a regulatory decision window. Whether Congress or the executive branch treats them as inputs to action or as additions to a growing reading list is the story that comes next.
