U.S. Envoys Shuttle Between Moscow and Kyiv in Fresh Push to End Ukraine War

BRUSSELS, The two men who have become the Trump administration's principal interlocutors on the Ukraine war completed an extraordinary 48-hour circuit this weekend, sitting with Vladimir Putin in the Kremlin on Saturday and arriving by overnight train in Kyiv on Sunday morning. The visits were, by any measure, the most concentrated piece of Ukraine diplomacy Washington has attempted in months.

Steve Witkoff, the special envoy, and Jared Kushner, the president's son-in-law, <cite index="19-5">spent more than three hours with Putin at the Kremlin on Saturday, with U.S. and Russian officials both praising the discussions.</cite> <cite index="21-8">The meeting ended without any announced breakthrough.</cite> <cite index="21-9,21-10">Putin's foreign policy adviser, Yuri Ushakov, described the talks as constructive but said Moscow was "confident" it could achieve its military goals of seizing the rest of eastern Ukraine.</cite>

<cite index="22-9">The trip was the first to Moscow by Witkoff and Kushner since January, and it followed a long period in which the pair's attention, and much of the administration's diplomatic bandwidth, was consumed by the separate conflict involving Iran.</cite> <cite index="22-10">That lull in American attention coincided with a Kremlin that looks increasingly emboldened, even as U.S. officials worry the war is on the verge of escalating further.</cite>
