Mistral Closes €3B Series D as Samsung Bets on European AI Infrastructure
The Paris-based lab raised the largest equity round ever by a European tech company, with the capital earmarked less for model research than for owning the compute stack beneath it.
Mistral AI closed a €3 billion Series D on Tuesday, pushing its post-money valuation past €21 billion and giving it a fresh mandate to build the infrastructure layer it has been signaling for months it wants to own.
As reported by TechCrunch, the round was led by Samsung Electronics, with the EU-backed Scaleup Europe Fund, managed by EQT, and existing investor PSG Equity joining as co-leads. New backers include Advent, BlackRock-managed funds, and the Grand Duchy of Luxembourg. Existing investors including a16z, ASML, General Catalyst, Lightspeed, Nvidia, and Salesforce Ventures also participated.
The headline record matters less than what the money is actually for. Mistral isn't building another chatbot. According to reporting by Entrepreneur Loop, CEO Arthur Mensch told CNBC after the announcement: "Long term, the plan is to fully rely on capacity that we are building ourselves, and so that means that the amount of compute that we own is going to grow around 100% in the next five years." That's the neocloud thesis stated plainly: build it, own it, sell access to it.
The strategic context has been accumulating since at least February. According to Entrepreneur Loop, Mistral acquired Koyeb, a Paris-based serverless cloud platform, in February 2026, folding its GPU inference tooling into Mistral Compute. That same month, the company pledged €1.2 billion toward a data center campus in Borlänge, Sweden, and in March secured $830 million in debt financing from a consortium of French banks to purchase 13,800 Nvidia Grace Blackwell GB300 GPUs for a facility south of Paris. The Series D is what funds the scale-up beyond those first moves.
The architecture decision worth naming here is the hybrid model. As Yahoo Finance analysis of the round notes, Mistral pairs open-weight models under Apache 2.0 licenses with closed commercial offerings for coding and voice, then wraps both in a regional compliance and data residency guarantee. The play isn't to beat OpenAI at model capability benchmarks. It's to become the infrastructure provider that European governments and enterprises reach for when US hyperscalers are either too expensive, too geopolitically exposed, or both. Mistral already has contracts with the French military, the Luxembourg Armed Forces, and a broad partnership with Airbus, according to Yahoo Finance.
The persistent tension in that thesis is the one Yahoo Finance flagged: Mistral's flagship Paris data center runs on Nvidia hardware, which means the sovereignty pitch has a US silicon dependency baked into it at the hardware layer. Mensch told CNBC in May that Mistral is exploring designing its own chips but stopped well short of a commitment. Until that dependency gets resolved, the company is selling infrastructure independence that rides on American GPUs.
On the commercial side, the numbers are real. Entrepreneur Loop reports Mistral reached an estimated $400 million in annualized recurring revenue in January 2026, up roughly twenty times year over year. The company is targeting €1 billion in revenue for the full year, per CNBC's earlier reporting. That's still a fraction of what OpenAI and Anthropic are putting up, but the trajectory is what justifies the valuation doubling from the €11.7 billion set at the Series C a year ago.
Scaleup Europe Fund's participation is worth watching separately. The fund is anchored by a €1 billion European Commission commitment, and Mistral is reportedly its first investment. Brussels has been pushing European cloud independence for years with limited traction; this is the largest single bet the EU's institutional capital has taken on a homegrown AI infrastructure provider. Whether that translates into real adoption by EU public sector clients, or stays at the level of press-release sovereignty, is the question the next 18 months will answer.
