Major Housing Bill Becomes Law Without Trump's Signature After Constitutional Clock Runs Out

WASHINGTON, A sweeping bipartisan housing package became federal law on July 11 without President Donald Trump's signature, after he used the bill as leverage in a standoff over unrelated voter-identification legislation and the constitutional deadline passed him by.

The 21st Century ROAD to Housing Act, designated Public Law 119-101, took effect automatically under the 10-day rule in Article I of the Constitution. According to GovTrack, which tracks congressional legislation, the bill became enacted on July 11 after ten days elapsed since it was presented to the president.

Trump had been scheduled to sign the measure at a Capitol Hill ceremony on June 24. He canceled that event via Truth Social less than an hour before it was set to begin. "Today's Housing News Conference and Signing is hereby cancelled until such time as we pass the desperately needed SAVE AMERICA ACT, which I consider to be a National Emergency," he wrote, according to CBS News. Speaker Mike Johnson then formally transmitted the bill to the White House on June 29.

The SAVE America Act would impose proof-of-citizenship requirements to register to vote and photo identification to cast a ballot in federal elections, according to CNBC. Noncitizen voting in federal elections is already illegal, and research has found it to be extraordinarily rare. Democratic lawmakers told reporters the measure amounts to voter suppression. Without Democratic support, Republicans fall short of the 60 votes needed to overcome a Senate filibuster, NBC News reported.

Trump also criticized the housing bill on its merits before canceling the ceremony. He called the legislation "of minor importance" and characterized it as "Warren centric," a reference to Democratic Sen. Elizabeth Warren of Massachusetts, a co-sponsor, according to ABC News. Warren co-authored the bill with Republican Sen. Tim Scott of South Carolina, who chairs the Senate Banking Committee.

The bill had passed both chambers by margins that exceeded the two-thirds threshold required to override a veto. According to Saving to Invest, which reviewed the legislation, the Senate cleared the bill 85-5 and the House passed it 358-32 in late June. Trump did not veto it, and the SAVE America Act never passed the Senate, so the housing bill took effect on its own.

Senate Majority Leader John Thune told reporters after Trump's cancellation post that the president's decision was "his call to make," adding that the housing bill was "a great piece of legislation," according to CBS News.

The law bundles more than 40 provisions. According to a review of the legislation by the Bipartisan Policy Center, the final agreement covers housing supply, manufactured housing, homeownership programs, veterans' housing, and rural preservation. The measure also bars institutional investors that already own 350 or more single-family homes from purchasing additional properties, according to Saving to Invest.

Most of the law's requirements now fall to the Department of Housing and Urban Development and other federal agencies to implement through new regulations, studies, and reports, according to Saving to Invest. Practical effects are expected to phase in over coming months.

Treasury's Assistant Secretary for Tax Policy Ken Kies, who helped oversee implementation of other major legislation this term, announced his departure from the administration this month, according to Cherry Bekaert's July 2026 tax policy review. His exit comes as Treasury and the IRS continue working through guidance projects tied to other legislative priorities.
