Fed Chair Warsh Warns on Inflation at Jackson Hole, Raises Prospect of Rate Hike
In his first Jackson Hole keynote as Fed chairman, Kevin Warsh said underlying inflation has not meaningfully improved and the central bank may have more work to do, pushing traders to sharply raise the odds of a September rate hike.
JACKSON HOLE, Wyo., Federal Reserve Chairman Kevin Warsh delivered a sharper inflation warning than markets had anticipated Friday, using his first keynote address at the Kansas City Fed's annual economic symposium to signal the central bank could raise interest rates if price pressures don't ease.
<cite index="13-7">Warsh expressed concern about elevated inflation while hinting that interest rates could need to move higher if more progress isn't made on easing price pressures.</cite> He stopped short, however, of explicitly committing to a hike at the Fed's September meeting.
<cite index="17-3,17-4">Speaking at the Kansas City Fed's annual symposium in Jackson Hole, his first keynote address at the event as Fed chair, Warsh said the central bank remains focused on bringing inflation down. "We must be confident that underlying inflation is moving to our objective, clearly and at sufficient speed," he said in prepared remarks.</cite>
<cite index="18-8">In July, the personal consumption expenditures index, the Fed's preferred inflation measure, remained at 3.7% compared with a year earlier, which Warsh called "concerning" and said should be the focus of monetary policy.</cite>
<cite index="19-3,19-4">Warsh noted that in the past year, more than half of goods and services tracked by the government have seen price increases of 3% or higher. While that is down from the pandemic peak, it is "well above" the roughly one-third that saw such increases in the two decades before the pandemic.</cite>
<cite index="16-1">At Jackson Hole, Warsh recommitted to maintaining the 2% PCE goal, calling it a "firm, fixed target."</cite> He also pushed back on any notion that the summer's relatively calmer readings amounted to a turning point. <cite index="13-6">"While this summer's readings were better than expected, they do not tell me that underlying trends have meaningfully improved," Warsh said.</cite>
The speech marked a notable shift in tone from Warsh's July press conference, which rattled markets with its vagueness. <cite index="10-3,10-4">The chairman's communications strategy had been off to a rocky start; after the July policy meeting, Warsh offered little insight on his views of the economy and avoided offering forward guidance on interest rates.</cite>
<cite index="20-3,20-4,20-5">Since taking office in May, Warsh noted it was his 100th day, he has initiated five task forces to examine a range of Fed functions. One overriding theme has been getting markets away from hinging on every word from policymakers. He called for a "quieter Fed, more purposeful in its communications."</cite>
<cite index="13-1">Warsh avoided committing to forward guidance or a reaction function for monetary policy.</cite> On artificial intelligence, <cite index="16-4">a Fed task force examining AI's use and economic impact was "encouraging" but so far had "no bearing on decisions we make in the current policy conjuncture," he said.</cite>
Markets moved immediately after the speech. <cite index="20-12">Traders raised the probability of a rate hike at the September policy meeting to 55.7%, about 20 percentage points higher than a day earlier, according to the CME Group's FedWatch tool.</cite>
<cite index="18-9">Seema Shah, chief global strategist for Principal Asset Management, said Warsh "untangled much of the ambiguity left by the July FOMC press conference, presenting a clearer picture of a Fed that remains laser-focused on returning inflation to target and is prepared to raise rates if progress stalls."</cite>
<cite index="20-13,20-14">Warsh "opened the door to a Fed rate hike. A hike probably won't come in September, but it will by October or December," said Heather Long, chief economist at Navy Federal Credit Union.</cite>
<cite index="16-14">The speech puts Warsh more clearly at odds with President Trump's demand for lower rates and raises the stakes for the September Fed meeting.</cite> Trump has not publicly commented on Warsh's Jackson Hole remarks.
<cite index="12-5">The 30-year Treasury yield had closed at 5.31% on Aug. 17, its highest since 2007, and the Treasury Department stepped into the bond market on Aug. 19 in an effort to bring long-term borrowing costs down.</cite> Warsh did not address Treasury's market intervention in his remarks, according to reporting by CNBC.
