Fed Chair Warsh Warns Inflation Still Too High in First Jackson Hole Address

Chair Kevin Warsh stopped short of committing to a September rate hike but sharpened his inflation warning Friday, sending traders to price a 55% chance of tightening at the next meeting.

JACKSON HOLE, Wyo., Federal Reserve Chair Kevin Warsh said Friday that inflation remains too high and that recent data have not convinced him that price pressures are easing, delivering his clearest hawkish signal yet in his first address to the annual Jackson Hole Economic Policy Symposium.

Warsh said inflation is still too high and suggested the central bank may have to raise interest rates in the coming months to bring it down, a clearer signal than he had sent previously about his economic outlook.

In remarks at the symposium, Warsh said that while recent inflation readings were "better than expected, they do not tell me that underlying trends have meaningfully improved."

Warsh became the 17th Chair of the Federal Reserve on May 22, succeeding Jerome Powell. He has presided over two policy meetings and left the benchmark rate alone at both, holding it in a range of 3.50 percent to 3.75 percent. Friday's address was his first extended public statement on the economic outlook rather than a post-meeting summary.

The consumer price index shows prices have risen 3.4 percent over the twelve months ending in July, while the Fed's preferred measure puts inflation at 3.7 percent during that period. Warsh emphasized that the Fed is focused on returning inflation to the central bank's 2 percent target, calling the personal consumption expenditures index that level the "firm, fixed target" for policymakers.

Speaking from Jackson Hole, Warsh argued that the labor market is stable, investment is strong and consumer spending is resilient. But he paired that assessment with a pointed warning. Warsh recommitted to the Fed's 2 percent PCE inflation target and said elevated prices should be the central bank's main focus.

Traders raised the probability for a rate hike at the September policy meeting to 55.7 percent, or about 20 percentage points higher than a day ago, according to the CME Group's FedWatch tool.

Analysts were divided on what the speech locks in. Heather Long, chief economist at Navy Federal Credit Union, said Warsh "opened the door to a Fed rate hike" and that "a hike probably won't come in September, but it will by October or December."

Seema Shah, chief global strategist for Principal Asset Management, said that Warsh "untangled much of the ambiguity left by the July FOMC press conference, presenting a clearer picture of a Fed that remains laser-focused on returning inflation to target and is prepared to raise rates if progress stalls."

Making his first appearance at Jackson Hole as Fed chair, Warsh stopped well short of clearly signaling an interest-rate increase at the Fed's next meeting. Warsh has drawn repeated criticism for refusing to spell out his "reaction function", meaning the economic circumstances under which the Fed would move rates in either direction.

Since taking office in May, Warsh has initiated five task forces to look at a variety of Fed functions, with one overriding theme being getting markets away from hinging on every word from policymakers. He called for a "quieter Fed, more purposeful in its communications."

Warsh also said the Fed is watching developments in artificial intelligence closely but was not ready to act on them. A Fed task force examining AI use and economic impact was "encouraging" but so far had "no bearing on decisions we make in the current policy conjuncture."

The speech puts Warsh more clearly at odds with Trump's demand for lower rates and raises the stakes for the September Fed meeting. Warsh did not mention in the speech the recent announcement from Treasury Secretary Scott Bessent of accelerated buybacks of government debt, a move that analysts said seems contrary to the Fed chair's desire for less government involvement in markets.

Federal Reserve Chairman Kevin Warsh's tough message on inflation has set up the central bank's September policy meeting as a pivotal moment in its mission to tame prices. By warning that price pressures have yet to meaningfully slow, Warsh will have little option, analysts said, but to raise interest rates this year if inflation remains well above the central bank's 2 percent target.

The Fed's next policy meeting is scheduled for September 15 and 16.
