Burnham Arrives in Kyiv to Push 'Bolder' UK-EU Ties as Russia Deploys North Korean Missiles

KYIV, British Prime Minister Andy Burnham landed in Kyiv on Monday to co-chair a meeting of the so-called Coalition of the Willing, making his first visit to Ukraine since taking office last month and using the trip to call for a reset in Britain's relationship with the European Union.

Burnham's office said he told European Council President Antonio Costa, whom he met en route, that London should be bolder in pursuing closer ties with the EU, with a UK-EU summit later this year providing the opportunity to do so, according to a Reuters report carried by U.S. News and World Report. He also met Luxembourg Prime Minister Luc Frieden on the journey to discuss overlapping defence-spending mechanisms, including a Canada-backed Defence, Security and Resilience Bank and a separate multilateral scheme launched by Britain, the Netherlands, Finland, and Poland.

The timing of the visit places Burnham at the centre of two of Europe's biggest unresolved questions at once: what a post-Starmer Britain actually wants from Brussels, and whether the Western coalition behind Ukraine can hold together as the battlefield picture darkens.

On that second question, the news from Ukraine was grim. President Volodymyr Zelenskyy said on Tuesday, just one day after Burnham's arrival, that Russian forces had fired North Korean ballistic missiles, Zircon hypersonic cruise missiles, and guided aerial bombs at the southeastern city of Zaporizhzhia overnight, killing six people and wounding 19, as Euronews reported. Kyiv said the wider overnight strikes across Ukraine, which also hit Kyiv and Dnipropetrovsk, killed at least twelve people in total, according to Al Jazeera.

Zelenskyy's warning carried a broader strategic argument. "Every step Russia takes, increasing ballistic missile production, bringing in North Korean equipment, preparing for mobilization, all of this shows that Moscow is preparing not for peace, but for escalation," he said via X, as reported by CNBC. He called on Western partners to tighten sanctions on Russian defence enterprises and deliver more air-defence systems to Ukraine without delay.

At the weekend, Zelenskyy had already told Ukraine's United News telethon that a decision had been made for between 30,000 and 50,000 North Korean soldiers to be deployed on Russian territory, according to Yonhap News Agency as cited by the WLT Report. He did not provide intelligence documentation to support those figures, and they could not be independently verified. What is established is the broader trajectory: North Korea and Russia formalised their military relationship through a mutual defence pact signed by Vladimir Putin and Kim Jong Un in June 2024, and Moscow subsequently used North Korean troops in a counteroffensive that pushed Ukrainian forces out of the Kursk border region, as Euronews noted.

For Burnham, the Kyiv visit does double work. It signals continuity with Britain's defence commitments, commitments he pledged to honour in his first Downing Street speech, while the EU overture signals a clear departure from the post-Brexit chill that defined relations under his predecessors. Euronews reported that Brussels and London had been close to finalising agreements on removing agri-food trade barriers and re-integrating Britain into the EU's internal electricity market when former Prime Minister Keir Starmer abruptly announced his resignation in June, collapsing a planned July summit that has since been rescheduled for later this year.

EU diplomats told Euronews they expected Burnham to continue the mission of putting Britain back at the heart of Europe, though they noted he had said relatively little in public about his vision for the EU relationship since entering Downing Street. His path to power required winning a by-election in a fiercely pro-Brexit Manchester constituency, which forced him to temper earlier pro-EU statements. One European diplomat said closer trade cooperation "makes sense" given the current global environment, and expressed hope that pragmatism would prevail.

For now, the Coalition of the Willing meeting in Kyiv may be the more consequential stage. With Russian missile strikes accelerating and North Korean hardware appearing in Ukrainian wreckage, the pressure on coalition members to move faster on air-defence deliveries is real and immediate. Burnham arrives in that room as one of Europe's newest and least tested leaders. The room will be watching.
